Sponsor Parents to Immigrate to Canada in 2011 Part 2

Here we resolve a FAQ first:

We heard that if your parents visit Canada and stay in Canada lawfully over 1 year, their immigrant application can be submitted to Buffalo in USA so that they might get faster process time.

This is a good news, but is it an real information? Does it come from government official department or website?
