Microsoft’s Windows 10 IoT Core Commercial License Will NOT be Free ?

In 2015 When Microsoft released the 1st version of Windows 10 IoT Core system, It was free, I did not focus on researching the commercial license at that time, but I checked Google, seems Microsoft had official web page mentioned the Windows 10 IoT Core was free for commercial products.
But today, when I checked the official page, a new page showed up:
_We are making some enhancements to the Commercialization page. The updated page will be coming later this month. Please revisit us for more information at that time._The problem is I do not know when Microsoft put that page there, It is Jan 28, 2016 today, it is really very late of this month, so I am not sure whether that page is still available, or Microsoft has posted other web page? I also found out this blog which is from Microsoft IoT team: Windows 10 IoT Core is available for commercial and industrial device builders, which was posted on Dec 3, 2015. “…To help the builder community, we’ve created a simple commercialization process so they can get free commercialization rights to ship devices that run Windows IoT 10 Core….” So looks like the Windows 10 IoT Core is free for commercial usings? But, on their website, I see 2 kinds of version, Windows 10 IoT Core vs Windows 10 IoT Core Pro, Does it mean the pro version is not free? I will check more information later.
